Essential Questions

How will an offshore oil and gas industry impact people, especially those in BC coastal communities?
Can we expect changes (positive and negative) in community wellness and personal health with a changing economic picture?
What is a realistic expectation of employment; what are the jobs, who gets them and for how long?
Do we have the proper educational and training institutions, structures and programs in place to facilitate local involvement?

SOCIAL IMPACTS OF DEVELOPMENT

The prospect of offshore oil and gas development in BC brings with it several concerns for residents in local communities, not only from an economic, political or environmental standpoint, but also with regards to social effects. The goal for all British Columbians and especially coastal residents is to maximize the economic benefits while at the same time minimizing disruption to community well-being. As seen through efforts in Atlantic Canada, the United Kingdom and Norway, an open and collaborative effort between industry and local residents has proven to be the most productive way to fostering sustainable economic and social development.

The health and welfare of local residents and prospective offshore workers is a primary concern to all proponents of offshore development. Experience from other offshore regions has shown that lifestyles can change dramatically due to the influx of new wealth, population increases and intense work schedules.

The impact on communities themselves is seen through increased demands on municipal services, infrastructure and changing real estate valuations. Local businesses will see positive and negative impacts through increased demand for services offset by increased competition from specialized high-tech firms established specifically to supply the industry.

In regards to employment, the concept of regional impacts is greatly debated as types of jobs promised and/or obtained by local residents must be within expectations. This applies not only to north coast residents by also on a province wide scale.

The East Coast oil and gas industry has created several education programs to train Canadians for careers in offshore technologies. Both universities and vocational schools offer courses in trade skills and high-tech fields. Can BC hope for similar initiatives?
